2025 ID Access Subgrants: Now Open!

The Missouri ID Access Coalition is excited to announce that the 2025 ID Access Subgrant cycle is now open for applications! We believe that an ID is essential to accessing vital resources and opportunities that greatly impact the quality of life for all Missourians. Our Subgrant program offers small, low-barrier funding to support nongovernmental efforts across the state of Missouri that are working to expand access to IDs and birth certificates.

Purpose: Grants of up to $5,000 will be issued to nonprofit organizations to support the cost of needed clinic/ID assistance program resources and/or supplies. Grant funds may be used for the cost of documents, program equipment, or any other reasonable expenditures needed to expand ID access through direct services.

Eligibility: Only 501(c)(3) Missouri registered nonprofits in good standing are eligible to receive funds. Fiscally sponsored programs will be considered when the sponsor is a 501(c)(3) nonprofit organization. An applicant who has already received funding from the Coalition is eligible to apply again, so long as any previous funding has been concluded (and the final report has been submitted/accepted).

Timeline:

Application Deadline: January 31, 2025

Awardee Notification: February 21, 2025

Funding Period Begins no earlier than: January 1, 2025

All funds must be used by December 31, 2025*

Final report due by February 27, 2026

*Extensions of the December 31 funding use deadline will be considered on a case by case basis if a request is sent in writing by November 28, 2025.

Funding

The Coalition recognizes that IDs provide access to many vital services and radically shape the quality of life for all Missourians. The Coalition supports nongovernmental efforts across the state that are working to expand access to IDs and birth certificates in many ways. The Coalition is always seeking additional funding in order to continue offering low-barrier funding to expand access to photo IDs statewide.

2024 Subgrants - Cycle 1

In December 2023, the Ashrei Foundation was awarded a major grant that will allow the MO State ID Access Coalition to provide three years of regranting for groups across the state providing ID assistance. In 2024, we offered our largest sum of money to date, thanks to Missouri Foundation for Health Opportunity Fund.

Fall 2023 Mini-Grant Cycle

The Coalition opened a Fall 2023 funding cycle in August 2023. With generous support from St. Francis Xavier College Church and the Ashrei Foundation, the Coalition offered a second round of mini grants to support groups across the state of Missouri who want to assist individuals with getting their government-issued photo IDs and birth certificates.

SLU 1818 - Minigrant

In Fall 2022, the Coalition offered its first Mini Grant opportunity. This small funding cycle was supported by a 1818 Community Engagement grant at Saint Louis University and enabled the Coalition to fund six organizations/groups across Missouri in five different locations: St. Louis, Washington, St. Joseph, Kansas City, and Joplin. This project impacted 139 people across Missouri who received Missouri State IDs and birth certificates. Of the individuals served, 78% were experiencing housing instability. Additional highlights include:

  • 72 Missouri birth certificates were provided

  • 14 out of state birth certificates were provided

  • 41 Missouri state identification cards were provided

  • 52 volunteers were engaged

  • 27 zip codes were served
